THE Buncefield Standards Task Group has issued its final report into safety and environmental standards for fuel storage sites.
Drawing on the lessons learnt following the disaster at the Buncefield fuel depot in December 2005, the practical guidance specifies the minimum standards of control needed at premises storing large volumes of petroleum and similar products.
It outlines systematic controls to prevent an explosion caused by a large flammable vapour cloud forming in the event of a loss of primary containment. Issues covered include: tank overfill prevention, fire-safe shut-off valves, roles and competency, leadership and process safety culture, and emergency arrangements.
